Can someone pls answer this..

Hi, we bought a house last June here in washington.

We were just informed by our neighbor today to check our crawl space(basement), since it's been raining lately. I checked it and i see some accumulation of water (possibly flood?) Apparently, our neighbor is aware that this had been the problem of the previous owner, that everytime it rains, the crawl space would flood and they would have to use shop vac to handle the problem.

My question is, shouldn't the seller disclosed this problem to us, prior to us purchasing the property? I don't recall that this issue was stated in the documents that we signed. And obviously, it was not revealed when we had the home inspected because it was summer then.

Is this a "normal condition" or considered as "natural hazards" such as if the house is in a flood zone, that we needed to be aware of? What do we need to do about this? I am worried because it's already fall and we would probably have non-stop rain in the coming months to come.
